유럽 재래식 군사력 감축(CFE) 협상 사례분석을 통한 한반도 군비통제 적용방안 연구

Abstract

During the post-Cold War period, Europe laid the foundation for peace by overcoming the past East-West block confrontation through conventional arms control and disarmament, while deepening trust and cooperation. This European experience is a precedent that should be referenced in the process of establishing peace on the Korean Peninsula in the future. This study was started with the aim of deriving implications through CFE case analysis, the most successful case of arms control, and deriving measures to apply arms control on the Korean Peninsula. Therefore, we first explained various theoretical backgrounds related to arms control, and in the CFE case analysis, we first looked at the background of the European security order at the time, analyzed the main process and lessons of the CFE treaty, and sought ways to apply arms control on the Korean Peninsula. There is much controversy over whether Europe's conventional arms control and disarmament experience can be applied to the Korean Peninsula. Nevertheless, the European case can be applied to the large framework of arms control and disarmament on the Korean Peninsula, or it can be of minimal help. The implications of the European case are, first, Europe's experience that can be applied when arms control and disarmament begin in earnest by easing political tensions on the Korean Peninsula in the mid- to long-term, and second, it can be considered if arms control is promoted in the short term. In conclusion, arms control can only be achieved successfully after establishing military trust in a politically improved situation, so in the current situation where the political atmosphere is not ripe, it is necessary to take a patient and far-sighted approach to the situation.
