Abstract
This study analyzed public opinion data culled from the fifth wave of World Values Survey and evaluated democratic understanding among the Korean citizens in a comparative perspective. The analysis showed that a half of the Korean citizens are informed about democracy but the rest are partially misinformed about it. In particular, Korean citizens considered that elections are more necessary to democracy than civil liberties are, which suggests that procedural conception of democracy is popular among them. Moreover, most citizens knew that military takeover and religious are unessential to democracy but some citizens misunderstood that they are an essential component of democracy. In a comparative perspective, Korean understanding about democracy is lower than that of the Western advanced democracies and similar with that of other third-wave democracies. Finally, this study showed that democratic understanding is conducive to diffuse support for democracy, which is an important component of democratic consolidation. Based on these findings, I posit that policies to promote civic education and improve democratic understanding are in urgent need.
