Abstract

The institutional consolidation of Korean democracy is widely agreed upon. However, the Korean voters’ understanding of democracy are known little, as is cultural foundations of Korean democracy. Thus, the objective of this study is to examine the characteristics of Koreans' conception of democracy. According to the analysis of World Values Survey data, Korean voters ranked procedural democracy as the most important value in democracy, followed by substantial democracy and authoritarian features. Additionally, this study confirmed that concerns about national security have a significant impact on the authoritarian conception of democracy, while concerns about unemployment have a sizable impact on the conception of substantial democracy.
