민주주의는 제도적으로 민주화되고 문화적으로도 민주화되었을 때 진정한 민주주의라고 할 수 있다. 즉 성숙한 민주주의라면 제도적으로나 문화적으로도 민주적이어야 하며, 민주적 제도와 문화는 서로 조응(congruence)해야 한다. 그러나 현실 민주주의는 대부분 부조응(incongruence)의 문제를 포함하고 있다. 어느 국가에서는 제도가 과잉 공급되며, 어느 국가에서는 문화가 과잉 공급되기도 한다. 이 논문은 한국 민주주의의 제도적 현황과 정치문화를 검토하고, 이를 바탕으로 한국 민주주의의 조응성을 측정한다. 일반적으로 한국의 민주제도는 잘 구비된 반면, 정치문화는 성숙한 민주시민의 기준에 미치지 못한다고 알려져 있다. 특히 한국사회에 내재된 유교적 가치와 권위주의 통치하의 경제성장 경험이 정치문화를 후퇴시킨다고 알려져 있다. 이 논문은 경험적 자료를 바탕으로 이러한 주장들을 검토하고, 한국 민주주의의 제도와 문화의 조응을 창출하기 위한 해법을 모색한다.
Abstract
Democratic theories suggest that the congruence between political institutions and culture is crucial in sustaining democracy. Yet, most democratic regimes face the issue of incongruence between institutions and culture within the system. While some countries experience over-supply of institutions, others face over-supply of culture vis-a-vis institutions. This paper examines the status of institutional arrangements and political culture in Korea and measures the degree to which institutions and culture are congruent with each other. Conventional wisdom states that democratic institutions in Korea are well set up, whereas political culture is far from democratic civic culture, attributing to the Confucian values and the experience of rapid economic development under authoritarian regimes. Using aggregate data as well as surveys, we explore the issue of (in)congruence between institutions and culture in contemporary Korean democracy.
