문화융성시대의 문화재정 운용 효율화 방안에 관한 연구 - 세출을 중심으로

본 연구에서는 박근혜 정부 출범 이후 문화재정 2% 목표를 발표함에 따라 재정 수요의 대폭 확대가 예고되는 상황에서 문화재정의 주요 소관 부처인 문화체육관광부가 직면하고 있는 재정적 과제와 개선방향을 제시하는 것을 목적으로 한다. 문화재정은 정부 총 예산 대비 1.5% 소규모임에 따라 재정운용에 대한 별도의 논의가 활발하지 못한 편이나, 부처 재정규모 대비 국고보조사업 비율 및 보조사업 수는 문화재정 주관부처인 문화체육관광부가 가장 높은 실정이다. 문화체육관광부는 지속적으로 소액다건형 사업 추진에 따라 발생하는 문제점이 지적되어왔으나 근본적으로 문화관련 사업이 다수의 국민이 누릴 수 있는 진흥에 집중함에 따라 그간의 노력에도 크게 개선되지 못하고 있는 실정이다. 그러나 문화융성시대의 문화재정 2% 확대 당위성을 입증하기 위해 재정 건전성 확보가 선결되어야 하므로 재정운용 구조에 있어 항구적 · 전면적 개선방안이 요구된다. 이에 본 연구는 문화재정의 주관 부처인 문화체육관광부 재정운용의 문제점을 살피고 개선방안에 대해 정교한 논의를 하고자 한다. 문화재정 운용 효율화 방안으로는 중앙정부의 사업 규모 중분류 조정, 문화정책 중 · 장기 계획 마련, 행정전달체계 일원화, 문화사업 통합정보망 구축, 정례적 평가제도 등을 제안했다.
Abstract
The Park Geun-hye government earmarked 2 percent of the budget for cultural financeand it is consequently expected to have a large increase in financial demand. The purpose of this study is to examine the financial tasks for Ministry of Culture, Sports and Tourism in charge of cultural finance, and to suggest right directions for the Ministry to take. Since cultural finance accounts for small portion, only about 15 percent, of the entirenational budget, there are not many discussions going on the management of cultural finance. In comparison with the scale of finance, however, the percentage and number of state-subsidy programs are highest in the Ministry of Culture, Sports and Tourism. Problems causedby its way of offering a small amount of subsidies to many organizations have been pointedout. As initiatives related to culture fundamentally focus on bringing benefits for a majority ofpeople to enjoy, there has not yet been any big improvement regardless of efforts so far. In the era of cultural prosperity, fiscal soundness must be guaranteed above all, so as tojustify the necessity of the increase of cultural finance to 2 percent, and it is required to takedrastic, effective measure to improve the structure of managing finance. In this study, it wasdiscussed in detail, whether there is any problem with the financial management of the Ministryof Culture, Sports and Tourism being responsible for cultural finance and how to enhancethe situations. In order to ensure the managerial efficiency of cultural finance, the following aresuggested: modifying the medium classification of the scale of national government’s projects,formulating long-term cultural policies, unifying the delivery system of administration, settingup an integrated information network for cultural programs and introducing a regular evaluationsystem.
