지방자치단체의 문화재정 결정에 미치는 영향 요인 연구

지역 문화재정은 지역의 경제·사회 발전을 달성하는 데 있어 오늘날 매우 중요한 정책수단으로 인식되고 있으며, 지방자치제 도입 이후 지방정부는 지역의 경쟁력 확보를 위해 문화정책을 주요 공공투자 대상으로 피력하고 있다. 그러나 각 지방자치단체의 정책 환경이 다른 까닭에 기초 지자체의 전체 예산 중 문화예산이 차지하는 비율은 최하 0.75%(부산 동구)에서 최고 15.37%(경북 김천시)로 최대 20배 이상의 격차가 나고 있다. 이에 본 연구는 기초자치단체의 문화재정 결정요인을 분석하고자 시행되었다. 이를 위해 228개 기초자치단체의 2013년도 예산 자료를 분석 대상으로 선정하고, 문화예산 비율과 1인당 문화예산의 영향요인을 회귀분석을 이용하여 분석했다. 분석 결과 문화예산에 영향을 미치는 요인은 사회·경제 여건의 주민세, 문화 인프라 수준의 문화시설 수와 체육시설 수, 자치단체 특성의 인구밀도, 정치·행정적 여건의 단체장 특성으로 나타났다. 즉, 지역 주민의 소득이 낮고 문화 인프라 구축이 잘되어 있으며 인구밀도가 낮은 지역일수록 지역에 문화예산 규모가 큰 것으로 나타났다. 이는 낙후된 지역(낮은 지역민 소득, 낮은 인구밀도)의 경우 문화투자를 통해 관광, 산업 등의 경제적 가치 창출을 기대하는 것으로 유추된다. 본 연구는 다음과 같은 몇 가지 한계점을 갖고 있다. 연구에서 사용된 단연도 횡단자료는 시간적 동태성을 고려하기 어려운 한계가 있는데, 문화정책의 경우 투자에 대한 성과가 장기간에 걸쳐 나타날 수 있으므로 장기간에 걸친 자료 축척을 통해 종단적 연구가 필요할 것이다. 또한 분석된 문화정책 여건에 따른 문화예산 투자가 실질적으로 지역의 문화수준 및 삶의 질 제고와 연계되는가에 대한 입증이 추가로 필요하다.
Abstract
Public finance for culture in locals is currently viewed as a very crucial means to step up the socioeconomic development of region. Since the introduction of local government system, local governments have pushed ahead with cultural policies as a major target of public investment to boost their regional competitiveness. However, as the political environment of local governments varies, there is a 20-fold or more disparity in percentage of cultural budget out of their entire budget, which ranged from a low of 0.75 percent in Dong-gu, Busan, to a high of 15.37 percent in the city of Gimcheon, North Gyeongsang Province. The purpose of this study is to examine determinants of the public finance for culture of local governments. The 2013 budget materials of 228 local governments were selected for analysis, and a regression analysis was made to grasp what factors affected percentage of cultural budget and cultural budget per capita. As a result, the factors that impacted on cultural budget were residence tax related to socioeconomic conditions, the number of cultural and sport facilities belonging to cultural infrastructure, population density as a feature of local governments, and the characteristics of the heads of local governments belonging to political and administrative conditions. The cultural budget of local governments was larger in size with small income residents, better cultural infrastructure and smaller population density. From the findings, it can be inferred that the backward regions with lower income of the local residents and smaller population density are expected to create more economic value through cultural investment. This study has several limitations as follows:. It is not possible to consider temporal dynamics as the cross-section data for the single year were used. Basically, in case of cultural policy, investment may produce results on a long-term basis. So it is necessary to implement a longitudinal study through accumulation of materials over a long period. Besides, an additional research effort should be made to investigate whether budget for cultural investment actually has something to do with the level of local culture and the quality of life.
