세계유산의 보존관리와 관광의 관계 - McKercher와 du Cros의 이론을 중심으로

본 연구는 세계유산의 보존관리와 관광의 관계를 McKercher와 du Cros의 연구를 중심으로 살펴봄으로써 향후 우리나라 세계유산 보존관리와 관광이 서로 협력하며 균형적으로 발전할 수 있는 방안을 모색하고자 수행되었다. 이를 위한 연구대상으로 유네스코에 등재된 외국 세계성곽유산을 선정했으며, 연구방법으로는 외국 세계성곽유산지에서 발행한 관광(방문객)관리계획의 내용을 분석하는 방법을 사용하였다. 분석결과, 외국 세계성곽유산 중 ‘탕롱의 제국주의 시대 성채 중앙구역-하노이’는 유산 보존관리와 관광이 공존하는 관계에, ‘로타스 요새’와 ‘런던 탑’은 함께 일하는 관계에, 그리고 ‘버뮤다의 세인트 조지 역사마을과 방어물’ , ‘귀네드의 에드워드 1세 시대 성곽군’은 전적으로 협력하는 관계에 있는 것으로 나타났다. 우리나라 세계유산의 경우에는 해당 세계유산지에서 발행한 관광(방문객) 관리계획이 없는 것으로 조사되었다. 그러나 우리나라의 문화정책이 방송과 공보를 핵심으로 하는 정책에서 문화재유지관리와 관광을 핵심으로 하는 정책으로 전환되었을 뿐 아니라, 문화재청에 세계유산을 활용하기 위한 전담 부서가 생기고, 세계유산을 가지고 있는 지방자치단체들이 협의회를 조직하여 세계유산을 보존하고 활용하는 방안을 함께 수립하기로 한 것을 볼 때, 우리나라의 경우 세계유산의 보존관리와 관광의 관계는 서로 균형을 이루기 위하여 관심을 기울이는 관계, 즉 서로 공존하는 관계에서 함께 일하는 관계로 발전하고 있는 것으로 판단했다. 그러나 향후 우리나라 세계유산의 보존관리와 관광의 균형적 발전을 위해서는 외국 세계성곽유산 사례에서와 같이 이들의 관계가 서로 전적으로 협력하는 관계로 나아가는 것이 필요하고, 이를 위해서는 중앙정부, 지방자치단체, 지역주민, 그리고 지역참여단체 등이 서로 협력하여 함께 발전하고자 하는 노력이 필요할 것으로 판단한다.
Abstract
This study is to figure out the relationship between preservation and tourism in UNESCO World Heritage Sites based on study of McKercher and du Cros, to grasp the relationship between preservation and tourism in World Heritage Sites in Korea, and to take the initiative for balancing the preservation with tourism in World Heritage Sites, Korea. For these purposes, contents analysis of tourism management plan or visitor management plan which World Heritage Center considered as one of the criteria for being designated World Heritage Site was conducted. The results are as follows: Central Sector of the Imperial Citadel of Thang Long was in peaceful co-existence, Rohtas Fort and Tower of London were in working relationship, The Historic Town of St George and related Fortifications and Castles and Town Walls of King Edward in Gwynedd were in full cooperation. There was no sign for tourism management plan or visitor management plan in World Heritage Sites in Korea. However, the author recognized that there was a significant increase of interest in balancing the preservation of WHSs with tourism since a unit taking charge of it was set up in Cultural Heritage Administration and a local autonomous entity.
