문화 정책 이슈에 유행이 존재하나? 예산, 언론보도, 학술논문을 통한 탐색적 연구

본 연구는 문화정책의 이슈에 유행이 존재하는지 알아보기 위해 행위자와 이슈에 대한 관심주기에 주목하였다. 2009년부터 2022년까지의 정부업무계획에서 키워드를 도출하고 그에 대한 정부 세부사업 예산규모, 언론보도기사 수와 등재지 이상 논문발표 수의 변화를 살펴보았다. 분석 결과, 시계열분석에서 정부예산, 언론보도기사 수, 논문발표 수가 같은 방향으로 변화하는 모습을 보이는 키워드는 한류였다. 관심주기의 여러 단계를 거친 것으로 보이는 키워드들은 글로벌과 한류, 남북이었으며 최소한 하나의 단계에 머물러 있는 것으로 보이는 키워드들은 유통, 저작권, 인력, 창작, 공간, 지역 등이었다. 연구범위기간 동안 관심주기를 따르지 않고 있는 것으로 보이는 키워드들은 공정, 복지, 인력이었다. 정책이슈 키워드에 대해 정부가 업무계획에서 언급하거나 정부예산을 배분한 후 언론과 학계의 관심이 증가하는 등 전반적으로 정부가 언론과 논문 흐름을 주도하는 경향이 보여, 문화정책 분야의 많은 키워드와 관련한 정책과정이 정부 주도로 이루어지고 있는 것으로 나타났다. 언론과 학계는 정책으로서 다루어질 필요가 있는 이슈들을 발굴하고 꾸준히 제안하면서 정부의 관심과 자원 배분을 환기할 수 있도록 적극적으로 정책행위자로서 기능할 것이 요구된다.
Abstract
This study focuses on actors and the attention cycle of issues to determine trends in cultural policies from 2009 to 2022. By examining the government budget, media coverage, and publications, the policy keyword that changed in the same direction in the time series analysis was the ‘Korean Wave’. The keywords that seemed to have gone through multiple phases of the policy interest cycle are ‘global’, ‘Korean Wave’, and ‘North-South’, while the keywords that appeared to have stayed in at least one phase are ‘distribution’, ‘copyright,’ ‘people,’ ‘creative’, ‘space’, and ‘region’. Generally, governments tend to lead the flow of media and academic papers on policy issues. This indicates that much of the policy process in the cultural sector is government-driven. It is necessary for the media and academia to function actively as policy actors by developing issues and continuously proposing them to draw the government's attention and allocate resources.
