이 글은 1990년대 후반부터 2008년까지 문화정책을 둘러싼 실천적 연구와 학문적 연구 활동의 경향을 살펴보고, 그 특성을 파악하는 데 초점을 두었다. 이 시기는 문화정책의 영역이 문화예술에서 문화산업으로 확대되고, 문화예술교육정책이 새롭게 부각된 시기이기 때문에, 이 논문에서는 이러한 정책 변화가 문화정책 연구에 어떻게 반영되었는가를 검토했다. 이를 위하여 문화정책과 연관된 공공 부문의 연구보고서들과 학문적인 논문들을 선정하여 주제별로 분류하여 연구 경향을 파악했다. 분석 결과, 공공 부문의 문화산업 연구는 정책수립 및 개발, 정책집행, 문화산업의 사회경제적 가치 평가를 중심으로 양적으로 확대되고 다양화된 것으로 나타났다. 그리고 문화산업 연구를 위한 학술단체들이 형성되면서 문화산업에 대한 학제적 연구도 늘어남을 알 수 있었다. 그러나 정부 활동을 중심으로 한 문화산업정책에 관한 학문적인 연구는 아직 취약한 실정이다. 문화예술교육정책 분야의 경우에도 대부분의 연구가 공공 부문의 연구 활동에 한정되어 있으며, 민간부문의 학문적 연구 활동은 매우 미흡하다. 이러한 문화정책의 영역 확대는 문화정책 연구의 학문적 정체성 설정에 중요한 요인으로 작용하고 있다.
Abstract
The article aims to investigate research trends in the area of cultural policy studies in relation to the context of cultural policy change in Korea. In this article, cultural policy research conducted, and academic articles published since the end of the 1990s are examined. The area of cultural policy in practice is thought to haveexpanded from arts to cultural industries and cultural education since the end of the 1990s. As a result, this cultural policy change has increased the amount of research reports in the fields of cultural industry policies and cultural education policies. Inparticular, interdisciplinary research on cultural industry policies has increased during the last decade. The public sector organizations established by the Ministry of Culture, Sports and Tourism have taken the leading role in conducting these research activities. In addition, cultural policy research communities have grown in relation to the academic areas such as cultural economics, arts administration, culture study, public policy science, social welfare, public administration, and management studies.
