Abstract
The Res Gestae Divi Augusti (8.2-3) accounts for the census and the lustrum of 28 BC, 8 BC, and AD 14 and reports the numbers of citizens of those years , 4, 603,000, 4,233,000 and 4,937,000 respectively. The important point is that the number of the last census in 70/69 BC. was reported to be around 900,000 and so during 41 years the citizen population increased 4 times. How can we understand Augustan civium capita and the difference of the number of citizens? There have been three views on the interpretation of Augustan census figures; “the low count, high count and middle count scenarios”. This paper introduces and outlines the three views and presents my opinion. In the republican census, civum capita meant all the adult Roman male citizens. But Karl Julius Beloch(1886), who published the ground breaking demographic study, Die Bevölkerung der Griechisch-Römischen Welt claimed that women and children of citizen birth were included for the first time in the Augustan count. Until now his work has been widely acknowledged and defended by A. Toynbee(1965) and P. A. Brunt (1971) and became the ‘low count scenario’. But Tenney Frank criticized Beloch’s opinion, and became the forerunner of the ‘high count scenario’. followed by T. P. Wiseman(1969) and Elio Lo Cascio(2013). Recently Saskia Hin(2008) provided the main alternative to the low-and high-count scenarios. She argued that in the republican census out of all registered citizens only the number of adult males were published, Augustus included the sui iuris women and children with them. The current interpretations of population growth in the period 70/69-28 B.C. derived from the different estimates of the Augustan civium capita. In my opinion the high count scenario is the most persuasive for the present, but if anyone comes forth with new evidence in the future, I think we should have open mind and consider that.
