Abstract

In January, 27 B.C., Augustus and the Roman Senate discussed how to govern the Roman provinces, and the arrangement to divide the provinces between Augustus and the Roman People for their control was settled. In order to make ‘Pax Romana’ a truthful statement, reflecting the reality of his newly established Principate, it was extremely important for Augustus to immediately consolidate Roman power in frontier regions and reorganize the provinces in ways that the vast territory of the Roman empire could be effectively governed by. In this paper, through focusing on Augustus’ Cantabrian and Asturian Wars(26-25 B.C.) and the creation of Emerita Augusta for his veterans from 25 B.C. on, I shall aim to investigate what measures and decisions Augustus had made in Hispania during this period in order to more firmly consolidate his power and empire. The Cantabrian and Asturian Wars were regarded as an important symbol of the pacification of the empire’s west, completed by Augustus himself, comparable to the battle of Actium as a symbol of the final conquest of the empire’s east. Augustus himself led the army against the peoples of the northwestern part of Hispania where the Roman army had much trouble in conquering for a very long time. After the victory, the abundant underground resources, especially gold, of the region began to be exploited through the development of mining and road-networks. Furthermore, Augustus ordered the distribution of lands to his veterans on the banks of the river Anas in the Southwest of Hispania and created a new colony, called Emerita Augusta in 25 B.C. Through the founding of Emerita Augusta, the emperor seems to have been able to find solutions for his immediate concerns, that is, finding land and settlement for his veterans as rewards for their military service and establishing a city that would function as a centre for provincial government henceforth. Conveniently located for communication with neighbouring regions on the axis of road-networks in the western part of Hispania, Emerita Augusta could play a significant role in provincial administration and interaction between Rome and the provincial communities. Therefore, the creation of Emerita Augusta stood for the permanent peace and stability achieved by Augustus and for Roman control over the region. Moreover, the policies and decisions made by Augustus during these years seem to have offered an important basis for further development in the provinces of Hispania, and ultimately to have enforced his power and ruling system in the empire.
