(Decrees of the Senate on Roman’s water supply on 11 BC)과 기원전 9년의 퀸크티우스 법(Quinctian law on aquaeducts on 9 BC)을 통해 구체화되었다.
Abstract
The purposes of this paper are to illuminate the problems of the water supply policy in the late republican period, and to examine the concrete aspects of improving the water supply policy by improving the related laws right after Augustus took power. The aquæ ductus, built around the Roman Republic since the fourth century BCE, was an important part of the infrastructure for Roman rule. In the late Republican period, however, there were various social problems related to the aquæ ductus. Often there were cases of vandalism or squandering water by using it privately in order to express dissatisfaction with the government. Augustus attempted to remedy the various problems associated with water supply shortly after the election. This effort was timely to fulfill his immediate political task of stabilizing the order of government after the civil war. This will of Augustus was embodied in the 11th year by the Senate's Decree on Rome's water supply in 11 BC and by Quincy's law on aqueducts in 9 BC. The key objective of this measure was to impose enormous penalties on those who interfered with the water supply policy and to provide adequate compensation for the victims of the waterworks construction process. It is of utmost importance that the management system of the water supply, which had been dualized by Censor and Aedilis durung the Republican period, became unified under the authority of the emperor. The Quinctian law on aquaeducts in 9 BC greatly expanded the powers of the waterworks administrator(curator aquarum) compared to the Decrees of the Senate on Roman’s water supply in 11 BC, and greatly increased the harshness of punishment regulations, thereby improving water supply policy. These measures contributed to the stable establishment of the new rule of Augustus, called the Principate. However, it is hard to find any data that can confirm the results of these measures for the residents of the city of Rome at that time. However, stabilization of the water supply would have helped the inhabitants of Rome to have a reliable supply of sanitary water, which would have indirectly contributed to the subsequent increase in the population of Rome. In fact, as a result of several censuses carried out by Augustus, the Roman population grew considerably from the late republican period to the Principate. It is difficult to know just how effective Augustus' efforts to improve water supply policy were. However, since no additional legislation was enacted following that, it is estimated that his legislative efforts further reduced water supply-related problems.
