본 연구는 ‘정치편향 수업’에 대해 한국 언론들이 어떠한 담론을 생산하는지를 규명하기 위해 인헌고 사태와 리박스쿨 사태에 대한 신문 기사들의 담론경쟁을 대상으로 비판적 담론 분석(Critical Discourse Analysis)을 수행했다. 분석 결과, 인헌고 사태의 경우 학생과 시민단체 그리고 보수언론이 결합하여 형성한 사상 주입 담론이 교육청과 진보언론이 구성한 외부 세력 개입 담론보다 더 큰 영향력을 행사하며 담론 지형에서 우위를 점하는 양상을 보였다. 반면 리박스쿨 사태에서는 학부모와 시민단체 그리고 진보언론이 결합하여 형성한 파시즘 담론이 보수언론의 네거티브 담론보다 더 강한 사회적 지지를 확보하며 우세한 위치를 차지했다. 두 사건 모두에서 ‘교육의 정치적 중립성’이라는 이데올로기는 더 강화되었고, 이는 정치적 중립을 지키지 못한 교사에 대한 처벌 담론으로 수렴되었다. 그 결과 논쟁 문제 수업에서 교사의 정치적 의견 표명이 더욱 제약을 받고, 학교 현장에서 정치 현안에 대한 비판적 논의의 가능성이 축소될 것이 우려된다.
Abstract
This study conducted a Critical Discourse Analysis (CDA) of discursive struggles in newspaper articles regarding the cases of Inheon High School and Lee-Park School to examine how the Korean press produces discourses surrounding so-called “politically biased teaching.” The analysis revealed that, in the case of Inheon High School, the political indoctrination discourse—constructed through the alignment of students, civic organizations, and conservative media—exerted greater influence and gained the upper hand in the discursive landscape over the external interference discourse advanced by the office of education and progressive media. In contrast, in the Lee-Park School case, the fascism discourse—shaped by parents, civic organizations, and progressive media—secured stronger public support and occupied a more dominant position than the negative campaigning discourse of the conservative press. In both cases, the ideology of “political neutrality in education” was reinforced, converging into discourse that called for the punishment of teachers who failed to maintain neutrality. As a result, teachers’ expression of political opinions about controversial issue discussions will be constrained and the potential for critical debate on political issues within schools will be diminished.
