Abstract
The purpose of this paper is to analyze Vietnam's military response to China's offensive Bien Dong (South China Sea) policy, and more particularly, building up its naval power. Since the mid-2000s, China has been constructing artificial islands and rebuilding bases on the reefs they occupied, claiming the sovereignty represented by the nine-dash line for the main islands and reefs of the Bien Dong. Against China’s policy, Vietnam is responding with massive reinforcement of naval power such as frigates and submarines. Through on Julian S. Corbett's theory on the maritime strategy, this paper focuses on the change of naval power in Vietnam and examines Vietnam's maritime strategy against China. When looking at the changes in Vietnam's naval power as a whole, the Vietnam People’s Navy, which had stayed in the brown-water navy, is growing into a green-water navy to advance into further waters and offshore to protect their rights, and this is under the fleet in being strategy. Moreover, Hanoi shows its deterrence centered on the introduction of submarines, and at the same time, attempts to establish coalition-building with Western and regional countries such as the United States to overcome its inferiority to the Chinese Navy.
