남중국해 분쟁과 베트남의 전략

초록

본 연구는 남중국해 분쟁에서 베트남의 생존전략을 분석하는 것이다. 베트남과 중국 관계는 영원한 비대칭적인 구조로 특징지을 수 있다. 베트남은 강대국인 중국과 남중국해 분쟁에 대응하는 전략으로서 중국과 국교정상화 이후 국익과 안보 확보를 위해 다양한 헤징전략을 채택해 왔다. 남중국해는 석유, 천연가스 그리고 풍부하고 다양한 어류 등 풍부한 천연자원과 전략적으로 중요한 해역이기 때문에 분쟁에 중국, 베트남, 필리핀, 말레이시아. 브루나이 그리고 대만을 포함한 수많은 국가들이 관련되어 있다. 1991년 베트남과 중국이 국교를 정상화한 이후 베트남은 여러 가지 차원의 헤징전략을 채택함으로써 중국과 남중국해 분쟁이 악화되는 것을 피해왔다. 첫 번째 헤징전략은 경제적 관여를 통해서 베트남은 중국의 부상으로부터 혜택을 얻기 위해 중국과 긴밀한 경제적 유대를 추구해 왔다. 두 번째 헤징전략은 외교적 관여이다. 베트남은 국가대 국가, 공산당대 공산당 그리고 군부대 군부 차원과 같은 다양한 대화통로를 통해서 중국과 양자관계를 촉진했다. 세 번째 헤징전략은 국내적 균형이다. 베트남은 경제발전과 군사력의 현대화를 통해서 국내적 힘을 강화시켰다. 네 번째 헤징전략은 외부적 균형이다. 베트남은 다른 강대국들과 양자와 다자관계를 심화시키면서 지역 제도에 적극적으로 참여하고 있다. 비록 중국에 대한 베트남의 헤징전략을 3차원으로 구분할 수 있지만, 헤징전략의 각 차원의 중요성은 서로 다르고 시간이 지나면서 중요도 역시 변하고 있다. 이것은 국내와 대외 안보환경의 변화뿐만 아니라 남중국해에서 중국의 움직임에 대한 베트남의 대응의 결과이다. 상대적으로 안정적인 외교적 관여 외에 각각의 헤징전략은 특정한 시기에 베트남에 대응전략에 핵심적인 역할을 해 왔다.

Abstract

This article is to analyze a Vietnam‘s strategy in the disputes of South China Sea. In managing its maritime disputes with China, Vietnam has employed hedging strategy whose components include economic engagement, diplomatic engagement, internal balancing, and external balancing. Although it is a rational choice for Vietnam based on its situation, hedging cannot be free from limitations Close economic ties with China are leverage for Vietnam to develop its economy. However, deeper dependence on Chinese economy will have negative impact on national security because it weakens Vietnam’s bargain power in the South China Sea disputes. Beijing does not hesitate to use its economic power to influence international disputes. Take the cases of if the something happens that worsens the relations between Beijing and Hanoi, especially in the South China Sea disputes, China may apply economic sanctions against Vietnam. This action will have small impact on Chinese economy but will cause significant damages for Vietnam. By having an upper hand in bilateral relations, China maydrive the disputes in the way favors itself. Diplomatic engagement with China has brought positive results in enhancing national and regional security without spending much substantial resources. It provides valuable avenues for both countries to discuss about their concerns relating international disputes and to better manage bilateral issues. Nevertheless, the effectiveness of diplomatic engagement depends largely on the uncertain development in the South China Sea. If the clashes between China and Vietnam occur, most of communicational channels will be interrupted. This will destroy all the efforts made by the two nations in managing and resolving the disputes. Furthermore, the meetings and dialogues do not provide enough solid proofs in assuring Vietnam’s security. The agreements signed by the two countries aimed to enhance their cooperation as strategic partners. However, they do not address what China and Vietnam have to do or cannot do in order to maintain regional security.
