베트남의 동맹정치: 남중국해 분쟁을 중심으로

초록

본 논문은 베트남이 전통적인 삼불원칙을 포기하고 동맹정치로 전환할 수밖에 없다는 것을 분석하고 있다. 베트남의 전략은 중국 경제력에 편승하고 미국과 같은 역외 강대국을 개입시킨 균형정책으로안보와 국익을 확보하는 것이다. 베트남은 남중국해 문제에 대한 평화적 해결 전망이 불투명해지면서 미국 중심의 전략적 동반국들과동맹에 준하는 안보와 방위협력 체결에 의존할 수밖에 없다. 베트남의 역외 강대국들과의 관계 심화가 대중정책에서 부정적 결과가 초래될 가능성이 높지만, 중국이 인공섬 건설과 군사기지 확대를 통해남중국해 상황을 더욱 악화시키고 있기 때문에, 안보 확보를 위한 필요한 전략이라 할 수 있다. 중국이 2008년 베이징 올림픽 개최 이후 높아진 국내 중화민족주의 열망에 부응하기 위해 남중국해와 동중국해에서 미국, 베트남, 필리핀, 일본 그리고 일부 동남아 국가들과 긴장과 대립을 악화시키면서 베트남이 안보 확보를 위한 사실상의 동맹정치로 전환할 수 있는유리한 환경이 조성되었다. 그 결과로서 베트남은 소위 삼불원칙을포기하지 않을 것이라는 베트남의 반복된 주장에도 불구하고 이 지역 전문가들은 베트남은 핵심 전략적 동반국인 미국, 필리핀, 일본, 인도, 호주 그리고 한국과 강한 안보와 방위 유대를 체결하기 위한 계속적인 노력을 통해서 동맹정치로 조용하게 이행하고 있다고 볼수 있다. 남중국해에서 베트남의 동맹정치는 방어적인 목적이라 할 수 있고중국이 그 분쟁에서 평화적이고 법에 근거한 접근정책을 채택하거나평화적인 방법으로 해결된다면 사라질 것이다. 그러나 중국의 해양에대한 야망과 급격한 해군력 증강의 추이를 고려해 보면 평화적 해결이 가까운 미래에 현실화 될 가능성은 낮다. 따라서 남중국해 분쟁에대응하기 위한 베트남의 동맹정치 추구는 계속될 것이고 향후 동남아의 지정학적 전략적 동반관계의 역동성 전환의 원인이 될 것이다. 논문 접수: 2016.12.07. / 심사 완료: 2016.12.20. / 게재 확정: 2016.12.20.

Abstract

The purpose of this article is to analyze Vietnam’s politics of alliance on the disputes of South China Sea. Vietnam has long maintained “no alliance” as a core principle in its foreign policy. However, as China becomes increasingly assertive in the South China Sea, there are indications that Vietnam is moving towards “alliance politics”, or efforts to forge close security and defence ties short of formal, treaty-bound alliances with key partners, to deal with the new situation. The need for such a shift in Vietnam’s China strategy became more relevant after the 2014 Haiyang Shiyou 981 oil rig crisis displayed the limitations in Hanoi’s hedging strategy. It deepened Vietnam’s perception of China as a serious threat and highlighted the irreconcilability between its twin goals of maintaining good relations with China and protecting its interests in the South China Sea. Vietnam seeks to the strategic costs that China used to impose on the country in the late 1970s and the 1980s after Hanoi had forged an alliance with Union of Soviet Socialist Republics to counteract the People’s Republic of China. This is due as much to new domestic and bilateral conditions as to shifts in the regional geo-strategic landscape. Vietnam’s alliance politics can be traced through its strengthened security and defence ties with key partners who share convergent interest and threat perceptions in the South China Sea, most notably the Philippines, Japan, and the United States. However, Taken into consideration China’s maritime ambitions and its growing power, these conditions are hardly realistic. Therefore, Vietnam’s alliance politics in the disputes of South China Sea will likely continue and contribute to the transforming of the region’s geo-political dynamics in the years to come.
