초록

본 논문은 지금까지 중국의 남사군도 분쟁 대응에 관한 전략을 분석하고 향후중국의 대응 전략을 전망하는 데 그 목적이 있다. 중국이 추구하는 남사군도(Spratly Islands) 분쟁 대응 방식은 다음과 같은 두 가지 전략에 기초할 것이다. 첫째, 타 국가들과의 안보협력 대화를 강화하면서 공격적인 확장 정책에 반대하는 방어적 입장의 군사력 중심 전략이다. 둘째, 안정적이고 평화로운 국제환경을조성하고 미국을 중심으로 한 기존 강대국의 봉쇄정책을 저지하면서 국제적인영향력을 확대하는 외교력 중심 전략이다. 결론적으로 중국은 남사군도에 대한 적극적인 주권 보장 노력은 지속적으로실시하겠지만, 군사력보다는 외교력에 바탕을 둔 전략을 사용할 것이다. 한편중국의 해군력 발전은 장차 동아시아 해양질서 재편을 예고할 것이며, 이는 또한우리나라의 해양안보에도 큰 영향을 미칠 것이다. 앞으로 우리나라의 자유로운해양활동을 보장할 수 있도록 단기 및 중장기적인 대응을 위한 해양전략 수립이필요한 이유이다.

Abstract

The Chinese strategy towards the dispute over the Spratly Islands in the South China Sea will be largely based on China’s diplomatic strategy and security strategy. In line of its diplomatic strategy, China will create a stable and peaceful international order while opposing the U.S.-led containment policy and attempt to enlarge its international influence meanwhile. Under China’s security strategy, China will enhance international dialogue for security cooperation while pursuing a defensive position by opposing aggressive enlargement policies. China will maintain its defense policy based on its defense strategy and maritime strategy. It will also increase its naval power but will restrain it from being used in occasions directly. Hence, even though China will continue to put efforts in claiming its sovereignty over the Spratly Islands, its strategy will focus on its diplomatic power instead of military power. Meanwhile, the advancement of Chinese naval power will soon lead to a new maritime order in East Asia, and this will immensely influence ROK’s maritime security. This clearly explains the need for establishing an in-depth maritime strategy for the short-term and long-term in order to guarantee free and safe maritime activities in ROK.
