Abstract
As the clash between Min Aung Hlaing’s military junta, which led the February 2021 coup, and the democratic forces in opposition to the military continues uninterrupted, Myanmar is showing the signs of a failing state. The nationwide civil disobedience movement (CDM), beginning immediately after the coup and initiated by a large portion of government employees, has paralyzed the country’s administrative functions. Economic conditions have also devolved to the worst possible state due to capital outflow, deterioration in the terms of trade, and disruption of the financial system. In particular, as the People’s Defense Force (PDF), siding with existing Ethnic Armed Organizations (EAOs), branched from the CDM, the National Unity Government (NUG) has declared a defensive war. In the midst of this civil war, the indiscriminate use of force by the Tatmadaw has continued, and the number of refugees and the seizure of assets has skyrocketed. On the other hand, immediately after the coup, the Committee Representing Pyidaungsu Hlutaw (CRPH), organized by the winners of the November 2020 general election, formed the NUG and has worked to abolish the 2008 constitution that guarantees the privileges of the military. The CRPH aims to build a federal democratic state that affirms the equal rights and participation of ethnic minorities. The National Unity Consultative Council (NUCC), which encompasses all anti-military sectors, exists at the core of the process of enacting a federal democratic constitution. The February 2021 coup can be seen as the military’s offensive response against Aung San Suu Kyi’s National League for Democracy (NLD), which challenged the military as “state within a state” that persisted even through the reformist Thein Sein government (2011-2016) and into the first term of the NLD civilian government. However, in response to this, the pan-anti-military democratic forces started planning and implementing a roadmap to a federal democratic system that would end the 70 years of civil war by breaking away from the legacy of NLD- and Burman-centric ideologies. This “innovation period” also signifies the entry into an intensive and inconclusive political struggle that will come at a high price.
