본 연구는 포스트 코로나 시대에 접어들어 뉴노멀(New Normal)의 가치체계가 요구되는 시점에서, 유발 하라리가 제안한 세계적 결속과 유대 재인식의 주장을 주목한다. 연구는 세계 혼란과 붕괴의 위험을 극복하는 대안이 세계적 연대의 재구성으로 인식하면서, 협력과 결속에 기반한 유럽연합 이민정책 운영 방안을 고찰한다. 구체적으로 연구는, 유럽연합 이민과 난민유동에서 관찰되는 유럽연합과 제 3 국가의 이민협력의 구조와 전개를 고찰하며, 특히, 송출국 주도의 이민-발전 연계전략 이행을 위한 디아스포라의 역량의 강화의 조건을 분석한다. 연구는 이민과 발전의 콘텍스트 안에서, 이민의 사안이 유럽연합의 연대와 결속 지향적 통합이념을 실현할 주요 쟁점으로 작용할 것인가, 또한 이민과 발전의 시너지 효과를 창출하기 위한 송출국과 목적국의 상호적 이민관리 방향이 제시되기 위한 전략적 방안은 무엇인가를 고찰한다. 연구의 실증적 분석사례로써 이탈리아 모로코 디아스포라의 이민-발전 연계 정책 참여는 정치적 차원에서 이탈리아의 모로코 디아스포라 통합 정책의 전환과정을 알아보는 것과 동시에, 경제적 차원에서 모로코 디아스포라의 노동시장에의 수렴의 정도를 살펴보며, 사회적 차원에서 모로코 디아스포라의 동화 및 이민 2세대의 사회통합의 가능성 여부를 고찰한다. 이탈리아의 사례는 유럽연합이 지향한 이민의 이동과 통합을 위한 유럽연합과 제 3 국의 협력을 통한 이민-발전 연계 정책 이행에 부합된 것으로 이해된다. 모로코 디아스포라는 정책 이행의 핵심적인 역할 행위자로서, 두뇌유출의 두뇌유입 전환, 기술이전, 송출국과 목적국간의 담화증진 및 이민 협력을 위한 주도적 역할을 수행할 것으로 파악된다. 한편, 모로코 디아스포라의 사회문화적 통합과 인식적 차원에서 동화를 위한 정책이 마련되어야 하며, 이를 위한 디아스포라의 역량이 강화될 것으로 고찰된다.
Abstract
Within the context of immigration and development, this study examines whether immigration will become a key issue in realizing the EU's solidarity and cohesion-oriented integration ideology, and what strategic measures might be proposed to foster mutual immigration management between sending and destination countries to create synergy between immigration and development. As an empirical analysis case study, the participation of the Italian Moroccan diaspora in immigration-development policies will be examined at a political level. At the same time, it will examine the transition process of Italian Moroccan diaspora integration policies at a political level. At an economic level, it will examine the degree of integration of the Moroccan diaspora into the labor market. At a social level, it will examine the assimilation of the Moroccan diaspora and the potential for social integration of second-generation immigrants. The Italian case is understood to align with the EU's goal of implementing immigration-development policies through cooperation between the EU and third countries to promote migration mobility and integration. The Moroccan diaspora, as a key player in policy implementation, will play a leading role in converting brain drain into inflow, fostering technology transfer, promoting dialogue between sending and destination countries, and fostering immigration cooperation. Furthermore, policies should be developed to foster socio-cultural integration and cognitive assimilation of the Moroccan diaspora, strengthening the diaspora's capacity to achieve this goal.
