EU 이민-발전 연계 정책 이행을 위한 대안 -이탈리아 MIDA 운영 방식연구

초록

본 연구는 외부적으로 자유주의적 입장을 견지하면서 내부적으로 현실주의를 지향하는 유럽연합의 이민망명에 대한 요새화가 과연 이민이동의 관리를 위한 최선책 인가의 문제의식에 기초한다. 이를 기반으로 연구는 이민과 이주의 다양한 형태와 다변화가 속출되는 상황에서, 다양성과 통일성을 지향하는 유럽연합의 정체 원리에 부합된 이민정책 운영의 합리적 방향성과 지속가능성을 고찰할 목적을 가진다. 연구는 공동이민망명정책이 일국차원이 아닌 유럽적 규제강화하는 성과를 거주었지만 다른 한편으로 안보 및 정치, 경제, 사회적 사안을 고려한 회원국의 전략적 선호가 우선된 한계를 인식한다. 이에 대한 대안으로 연구는 2000년대 이후 이민유동의 효율적 관리를 위해 유럽위원회가 채택한 전지구적 접근접략의 유용성에 주목하여, 이민-발전 연계정책 운영의 효율적 방향을 재고한다. 실증적 연구로써, 이탈리아의 사례연구 분석을 통해, 이민 송출국과 목적국의 상호협력이 지향되고, 이민 발생 근원을 격감시키기 위한 이민-발전 연계 정책 운영방안을 제안한다.

Abstract

This study is based on the question of whether the EU’s fortification of immigration and asylum, which maintains a liberal stance externally and pursues realism internally, is the best way to manage immigration movements. Based on this, the study aims to examine the rational direction and sustainability of immigration policy operation in line with the EU’s identity principle that pursues diversity and unity in a situation where various forms and diversifications of immigration and migration are continuously emerging. The study recognizes that while the common immigration and asylum policy has achieved the result of strengthening European regulations rather than at the national level, it has limitations in that it prioritizes the strategic preferences of member states that take into account security, politics, economy, and social issues. As an alternative, the study focuses on the usefulness of the global approach adopted by the European Commission since the 2000s for efficient management of immigration flows, and reconsider the efficient direction of the operation of the immigration-development linkage policy. As an empirical study, through the analysis of a case study of Italy, it proposes an operation plan for the immigration-development linkage policy that aims for mutual cooperation between the immigrant-sending and destination countries and drastically reduces the source of immigration.
