이 연구는 이주와 개발의 상호관계에 관한 최근의 낙관론, 즉 ‘이주를 통한 개발’ 관점이 글로벌이민거버넌스의 형성과 국가이민정책의 변화에 어떠한 영향을 미치고 있는지 고찰하였다. ‘이주를 통한 개발’에서는 개발효과의 ‘다차원성’과 이주와 개발 간 ‘순환적 연관성’을 강조하고 있는데, 그것은 이주문제에 관한 한 양자협력에 머물러 있던 개별국가들이 다자적 협력의 장으로 나올 수 있도록 ‘촉진’하는 계기가 되고 있다. 더욱이 Post-2015 개발목표가 최빈국 혹은 저개발국의 빈곤해소에 국한되지 않고 국가 간 불평등을 해결하여 모든 나라의 개발에 도움이 되도록 포괄적인 개발수단을 필요로 재설정되고 있어서 ‘개발계획에서의 이주 주류화’ 전략을 중심으로 하는 글로벌이민거버넌스는 더욱 활발히 전개될 것이다. 한편, ‘이주를 통한 개발’ 관점은 점진적이지만 개별국가의 이민정책에 있어서도 변화를 초래하고 있다. 송출국과 수용국의 공동발전을 위한 국제협력의 필요성이 제기되면서 이른바 ‘개발친화적’ 이민정책에 대한 인식이 촉진되고 있는 것이다. ‘개발친화적’ 이민정책이란, 이주의 전 과정에 걸쳐서 개발에 영향을 미치는 이민정책적 요인이 무엇인지 찾아내고, 그 해당 정책을 ‘개발친화적’으로 개선되는 정책을 의미한다. ‘개발친화적’으로 고안될 수 있는 이민정책의 주요 쟁점으로는 ‘송금’, ‘디아스포라’, ‘순환이주’, ‘사회통합’, ‘국제협력’ 등을 들 수 있다. 대부분의 국가들이 ‘개발친화적’ 이민정책에 관한 논의를 최근에서야 시작했기 때문에 이주 유형에 따라 달리 나타날 수 있는 개발효과에 대한 실증적이고 분석적인 연구도 지속적으로 축적해나가야 한다. 또한 GFMD 등 관련 국제회의체에 적극적으로 참여하여 다른 국가들의 정책경험과 성공사례를 공유하는 과정은 매우 중요하다. 이런 점에서 장기적으로는 이주와 개발에 관한 글로벌이민거버넌스와 개별국가의 이민정책은 상호 영향을 주고받게 될 것이다.
Abstract
This study aims to examine the shaping of global migration governance and changes in migration policy based on the recent discourse on the migration-development nexus with positive perspective, namely ‘development through migration’. The perspective emphasizes ‘multi-level development effects’ of migration and ‘circular relevance’ between migration and development, which promote individual states to join the multilateral cooperative discussion table, rather than bilateral relationships that countries have preferred regarding migration issues. In addition, the paradigm shift of development goals through Post-2015 discourse extends the development goals from poverty reduction of developing countries to resolving inequality among all countries. It will influence the development of global migration governance with the strategy of ‘mainstreaming migration into development planning’. The perspective of ‘development through migration’ is also gradually causing changes in migration policy, namely ‘development-friendly’ migration policy, raising the necessity of international cooperation on migration for co-development both countries of origin and destination. ‘Development-friendly’ migration policy is the process of identifying the factors of migration policies influencing co-development over the entire course of migration and to re-design such policies to be more ‘development-friendly. Remittance, diaspora, circular migration, and integration, international cooperation are mainly related to the re-designed migration policies considering co-development. Because almost all countries only recently started the policy discourse on ‘development-friendly’ migration policy, individual states need to continue analyzing the practical and specific development effects according to different migration types.
