Abstract

The study seeks practical ways to operate immigration policies in line with the operating principles and structures of multi-level governance, which is the core of the European Union’s identity, and proposes conditions for sustainable policy implementation based on cooperation and harmony among multi-level actors. The composition and scope of the study are as follows. First, it examines the changes in the traditional community approach and policy decision-making method regarding immigration issues. Second, it examines the phase of the paradigm shift in immigration policy that reached an inflection point after the mass refugee crisis, and examines the main issues of cooperation-based policy operation between the EU and third countries. Third, we examine the structure and form of horizontal collaboration and partnership creation among policy participants for immigration cooperation based on governance theory. Fourth, we examine the non-exclusive and competitive policy participation methods and contents of multi-level actors through case studies of the Italian MIDA (Migration for Development in Africa) and Spain's Plan Africa.
