유럽연합의 이민자에 대한 사회적 배제: 이탈리아 사례를 중심으로

유럽연합 이민자들은 여전히 형성과정에 놓인 유럽시민권에 의한 배타적인 대상이며, 각 회원국의 이민정책이 지닌 이중논리에 의해 배제되고 있다. 또한, 이민자들을 동화의대상으로서 보다 배제의 대상으로 보는 사회 인식적 문제도 내포하고 있다. 이민자들은단순한 경제 인력으로 인식되며, 인종과 민족구분에 의한 차별을 겪고 있다. 이민자들은제도적, 사회 인식적 차원에서 모두 배제를 경험하고 있는 것이다. 더욱이, 최근 발생한유럽연합 난민사태와 관련하여 국경철폐 강화가 논의되면서, 이민에 대한 회원국의 자국 보호적 정책선호를 펼칠 것이 전망된다. 이는 결속과 통합을 지향하는 유럽연합의가치에 부합되지 않는 경향으로 보인다. 본 연구는 유럽연합 이민자들의 통합을 위한하나의 대안을 찾고자 한다. 연구의 구체화를 위해 이탈리아 이민자들의 사회적 배제경향을 분석하여 문제점을 인식하고 해결방안을 모색할 목적을 가진다.
Abstract
To deepen the integration of the EU, the Mastricht Treaty suggested new integration discourses that included social dimensions such as citizenship, social inclusion, etc. For the purpose of completing Social Europe, fundamental rights such as human dignity, freedom, equality, solidarity, citizens' rights, and justice became highlighted.. But, the social integration of immigrants in the EU seems to be contradictious. We can notice that the excluded features of immigrants are still prominent in European society. According to critical views of European citizenship, even though the Treaty has formulated a European integrated identity, it may disaffect persons not owning EU citizenship. Also, the segmented labour market and segregated residential conditions for immigrants could be key features of social exclusion. This research addresses the social exclusion of european immigrants to discover ways of furthering social integration. For this, the research categorizes types of social exclusions and suggests social inclusion indicators.
