본 연구는 장애인고용패널조사를 활용하여 우리나라 장애인 근로자의 노동시장 이행현황을 분석하였다. 노동시장 탐색모형을 기반으로 한 이행현황의 동적(dynamic) 분석을 통해 장애인 근로자의 근로상태 변화요인을 파악한 결과, 비장애인 대비 낮은 장애인 고용률은 낮은 구직확률(job- finding rate)에서 기인하는 것으로 분석되었다. 또한, 취업상태인 장애인 근로자의 구직활동을 분석한 결과 이직확률(job-to-job transition rate)이 비장애인 대비 4.7%p 높게 나타났는데, 자신의 직업능력 대비 현재 직장의 요구능력이 낮은 그룹에서 그 차이가 더 두드러지게 나타났다.
Abstract
This paper examines the labor market transition of disabled workers in South Korea using the Panel Survey of Employment for the Disabled (PSED). Employing a search model framework, we calculate the labor market transition rates for disabled workers and compare the results with those of non-disabled workers. Our findings show that the low employment of disabled workers is largely attributable to their low transition rate from non-employment to employment. Additionally, disabled employees exhibit higher job-to-job transition than that of non-disabled workers, particularly when they are matched with low-skilled jobs relative to their qualifications. These findings suggest that public policies aimed at supporting job search process for both non-employed and employed workers can be potentially effective in improving labor market outcomes for disabled workers.
