Abstract
This study assumed that public servants exist within the continuum of the agent-steward, and examined the relationship between autonomy and organizational performance. The agent theory and the stewardship theory are theories that explain the relationship between autonomy and performance in public organizations and are related to the motivation of public servants. This study verified the moderating effect of public service motivation among the relationship between autonomy and organizational performance within the theoretical framework that public service motivation encompasses both the agent characteristics and the steward characteristics of public officials. In addition, in order to further reveal the theoretical relationship between autonomy and performance, the influence of autonomy on organizational performance through organizational commitment and the moderated mediating effect of public service motivation were confirmed. The results of this study are as follows. First, it was found that public service motivation further strengthened the positive (+) relationship between autonomy and organizational performance. Second, organizational commitment was found to mediate the relationship between autonomy and performance, and public service motivation was also found to have a positive (+) moderated mediating effect in the relationship between autonomy and organizational commitment. This study is meaningful in that it revealed that public service motivation is a variable that reflects the position of public servants in the continuum of Agent-Steward, and suggested that it controls not only the relationship between autonomy and organizational performance but also the mediating effect of organizational commitment.
