이 논문은 ‘Moore의 공공가치 창출론은 신공공관리를 대체하는 새로운 패러다임인가?’와 ‘만약 그렇지 않다면, 공공가치론이 신공공관리론을 대체하기 위한 새로운 패러다임이 되기 위해서는 무엇을 어떻게 해야 하는가?’라는 두 가지 질문에 답을 제공하고자 공공가치 창출론 주장의 한계와 모순을 지적하고 신공공관리론을 대체하기 위한 새로운 패러다임의 방안으로서 민주제에 기반한 공론장 중심으로 공동 창출의 재이론화를 시도하였다. 이를 위해, 이 논문은 우선 공동 창출의 이론적 토대를 구축하기 위해 공공 문제의 성격과 공공가치 특성 및 담론의 필요성에 대해 논하였으며, 공공의 성립, 문제해결 도구로서의 민주제, 민주적 실험주의와 참여적 민주제, 민주적 사회 탐구의 방법으로서의 숙의 등을 담고 있는 Dewey의 탐구 공동체를 탐색하였다. 이어서 이 논문은 자기 선택 퍼블릭 형태인 아레나에서 여러 당사자를 한데 모아서 논의와 숙의를 통한 문제해결을 목표로 하는 새로운 유형인 생성형 거버넌스로서 공동 창출을 신공공관리와 Moore의 공공가치 창출론을 한계를 극복할 수 있는 대안으로서 제안하였다.
Abstract
This paper aims to answer two questions: "Is Moore's theory of public value creation a new paradigm that can replace New Public Management?" and "If not, what needs to be done for the theory of public value to become a new paradigm that can replace New Public Management?" IIt points out the limitations and contradictions of the theory's arguments and attempts to re-theorize co-creation, focusing on a democratic public sphere as a new paradigm to replace New Public Management. To this end, this paper first establishes a theoretical foundation for co-creation by discussing the nature of public problems, the characteristics of public value, and the necessity of discourse. It then explores Dewey's community of inquiry, which encompasses the establishment of the public, democracy as a problem-solving tool, democratic experimentalism and participatory democracy, and deliberation as a method of democratic social inquiry. Finally, the paper then proposes co-creation as a new type of generative governance that aims to solve problems through discussion and deliberation by bringing together multiple parties in an arena, a self-selected public form, as an alternative that can overcome the limitations of new public management and Moore's theory of public value creation.
