초록

본 논문은 신공공관리론의 대안으로서 Dewey의 실용주의에 입각한 공공가치론 관점에서 행정학의 적실성을 제고할 수 있는 방안을 제시하고자 한다. 이를 위해 본 논문은 다음과 같은 내용으로 구성하고자 한다. 첫째, 행정학 암흑시대 주범으로서의 신공공관리론을 공공 영역의 붕괴와 공공 행정의 사적화라는 두 가지 차원에서 비판적으로 고찰하고자 한다. 둘째, Minnowbrook I, II, 및 III 회의들에서 행정(학)의 적실성 이슈가 어떻게 다루어졌으며, 어떤 한계를 노정하였는가에 대해 논의하고자 한다. 셋째, 신공공관리론의 대안으로서 공공가치론의 개념, Moore와 Bozeman을 중심으로 한 공공가치 연구의 두 가지의 지류 및 공공가치론의 특성 등을 살펴보고자 한다. 마지막으로, 행정학의 적실성 확보를 위한 공공가치론의 근거로서 공공영역의 복원, 가치에 대한 강조 및 지식창출의 수단으로서의 담론 등을 제시하고, 이것이 의미하는 바에 대해 논하고자 한다.본 논문은 신공공관리론의 대안으로서 Dewey의 실용주의에 입각한 공공가치론 관점에서 행정학의 적실성을 제고할 수 있는 방안을 제시하고자 한다. 이를 위해 본 논문은 다음과 같은 내용으로 구성하고자 한다. 첫째, 행정학 암흑시대 주범으로서의 신공공관리론을 공공 영역의 붕괴와 공공 행정의 사적화라는 두 가지 차원에서 비판적으로 고찰하고자 한다. 둘째, Minnowbrook I, II, 및 III 회의들에서 행정(학)의 적실성 이슈가 어떻게 다루어졌으며, 어떤 한계를 노정하였는가에 대해 논의하고자 한다. 셋째, 신공공관리론의 대안으로서 공공가치론의 개념, Moore와 Bozeman을 중심으로 한 공공가치 연구의 두 가지의 지류 및 공공가치론의 특성 등을 살펴보고자 한다. 마지막으로, 행정학의 적실성 확보를 위한 공공가치론의 근거로서 공공영역의 복원, 가치에 대한 강조 및 지식창출의 수단으로서의 담론 등을 제시하고, 이것이 의미하는 바에 대해 논하고자 한다.

Abstract

This study aims at presenting a way of enhancing the relevance of public administration from the perspective of public value theory based on pragmatism, as an alterative to the new public management. First, the study critically reviews the new public management which brought a dark era in public administration by means of causing the destruction of public space and the privatization of public administration. Second, it discusses abut how the issues of public administration relevance have been dealt with and what limitations have been revealed in Minnowbrook I, II, and III meetings. Third, it reviews the concept of public value, the two streams of public value studies centered on Moore and Bozeman, and the characteristics of public value theory. Finally, it suggest some basic grounds for the relevance of public administration such as the restoration of public space, emphasis on values, and discourses as a knowledge creation method, and discuss on what it means.
