본 연구는 경제적 가치의 실현에 중점을 두고 있는 현 공공조직 성과평가체계의 한계를 인식하고, 공공조직의 운영의 성과를 공공가치의 실현 및 창출의 관점에서 재조명함으로써 공공조직이 지속적으로 공공가치를 실현하고 창출할 수 있도록 지원하기 위한 평가모형 및 관리도구를 제안하는 데 연구의 목적을 두고 있다. 본 연구는 이와 같은 공공가치의 창출 및 관리를 위한 평가모형(이하 공공가치 창출 평가모형)의 개발을 위해 신공공관리론의 보완적, 혹은 대안적 패러다임으로 논의되고 있는 공공가치 접근(Public Value Approach)에 관한 이론적 고찰을 실시하고, 그 내용적 속성을 다음의 다섯 가지 차원으로 분류하였다. ‘목적(공공가치)’, ‘가치의 결정주체’, ‘공공관리자의 역량’, ‘네트워크 거버넌스’, ‘결과’ 차원이 그것이며, 본 연구는 이를 공공가치 창출 평가모형의 평가차원으로 설정하고 각 평가차원에 대한 평가기준 및 평가지표 등을 설정하였다. 이후 평가모형의 타당성 및 실효성을 확보하기 위해 전문가 델파이 조사와 특정 공공조직을 대상으로 파일럿 테스트를 시범적으로 실시하고, 그 결과를 공공가치 지수(Public Value Index, PVI)로 제시하였다. 신정부의 출범과 함께 공공조직의 공공성 확보가 새롭게 주목받고 있는 상황에서, 공공가치 창출 평가모형이 그 대안적 관리도구로서 유용하게 활용될 수 있을 것으로 기대된다.
Abstract
Based on recognition that the existing performance management system focusing on realization of economic values, has limitations to properly measure and assess performance of public institutions, in which the objective should be realization of various intrinsic values, the evaluation model for creating and managing public value was developed to redefine performance of public institutions as the creation of public values, and to suggest guidelines and ways of improving management of public institutions to achieve such performance. This study conducted a theoretical study on major studies of public value approach, discussed as a complementary and alternative paradigm of the New Public Management, based on Moore's 'Creating Public Value(1995),' to develop the management model for creating public value. Attributes of the public value approach were categorized into the following five dimensions: goal (public value), decision-maker of value, capability of public manager, network governance, and results. Dimensions were composed as a managerial dimension to guide creating public value of the public institution, and detailed indicators for each managerial dimension were suggested in this study. It is expected that the evaluation model for creating and managing public value will contribute to new ideas and improvement of such methodology in addressing such missions of the public sector.
