Abstract
The purpose of this study is to introduce theory of 'Public Value Management', as a newly emerging paradigm in the field of public management with the critique of 'New Public Management'. At the same time, it is to diagnose empirically the phenomena of 'democratic deficit' and 'delivery of paradox', which has recently characterized the interaction of public organization with its 'authorizing environment' in M. Moore's strategic triangle model. For the empirical study, it carries out a questionnaire survey, with the sample size of 1,330 people which consist of public servants, civil movement group members, and general residents in Chung-Nam Province. The research result shows that there is high possibility of democratic deficit and delivery paradox in public management of Chung-Nam Province. In order to cope with those phenomena, it suggests the introduction of participatory or deliberative democratic institutions including participatory budgeting. In addition, it concludes with general implications of the Public Value Management theory to public managers in local government.
