Abstract
This study examines the formation and development of Korea's Residents’ Autonomy Committees from an institutional analysis perspective and proposes policy directions for enhancing their institutional maturity as substantive self-governing bodies. The analysis covers the transitional process from the introduction of residents’ autonomy centers to pilot projects and subsequent institutionalization debates surrounding residents’ autonomy committees. It is structured around five analytical dimensions: legal foundation, organizational and operational systems, participation and decision-making structures, financial and resource bases, and support systems and sustainability. The findings indicate that residents’ autonomy committees have expanded institutionalized participation through resident assemblies and autonomous planning mechanisms; however, core structural limitations persist. These include institutional instability resulting from ordinance-based legal frameworks, ambiguous authority relationships with local councils, disparities in organizational capacity and operational maturity across regions, and structural deficiencies in financial and professional support. In particular, the level of social capital and the strength of local organizational ecosystems were identified as critical determinants of performance and sustainability. Based on these findings, the study proposes key policy directions, including the clarification of legal status and institutional standardization, enhancement of participatory quality and operational professionalism, stabilization of financial support, and institutionalized collaboration with community-based organizations. By analyzing residents’ autonomy committees within a structural and relational framework rather than as isolated policy instruments, this study provides empirical evidence and an integrated analytical framework that contributes to both academic discussions and policy debates on the advancement of Korea's residents’ autonomy system.
