참여 민주주의와 숙의 민주주의 관점에서 본 주민자치 발전 방향 - 주민자치회 우수 사례를 중심으로 -

이 연구는 읍․면․동 주민자치 우수사례들을 심층분석 함으로써 다른 지역에 시사점이 될 성과와 도전과제를 함께 포착하기 위한 목적으로 수행되었다. 주민자치회의 설치 권한이 지방자치단체장에게 있고 주민 스스로 대표를 구성하지 못하는 본질적 한계가 있음에도 불구하고, 사례지역들은 자치계획 수립과 주민총회의 운영을 통해 주민자치 활동의 양적‧질적 변화를 경험하고 있음을 알 수 있었다. 동시에 연구자가 분석지표로 도출한 ‘참여의 포괄성’과 ‘민주적 의사소통 및 숙의’ 관점에서 보완되어야 할 과제도 확인되었다. 청년과 사회적 약자층이 자신들이 처한 문제를 스스로 이야기하고 토론하며 지역사회와 함께 해결책을 모색할 수 있는 공론장 마련, 의제발굴과 선정의 모든 단계에서 ‘담론적 표현과 숙의’를 포함할 것, 행‧재정적 지원이 구체적으로 명시된 주민자치회 법제화, 주민에게 주민자치회 설치 권한 부여 및 자치회의 회원조직화 등 자치권 대폭 강화를 대안으로 제시하였다.
Abstract
This research was conducted to perform an in-depth analysis of exemplary cases of residents’ self-governance in towns, villages, and neighborhoods, aiming to identify achievements and challenges that could provide insights for other regions. Despite the inherent limitation that the authority to establish residents’ councils resides with the heads of local governments and residents cannot elect their representatives themselves, the case study areas have experienced both quantitative and qualitative changes in resident’s autonomy activities through the establishment of autonomy plans and the operation of residents' assemblies. The study also identified tasks that need to be addressed from the perspectives of ‘inclusiveness of participation’ and ‘democratic communication and deliberation’, which were derived as analytical indicators. Proposals include creating forums where youth and socially disadvantaged groups can discuss and find solutions to their issues, incorporating ‘discursive expression and deliberation’ at all stages of agenda setting and decision making, legislating residents’ councils with specific provisions for administrative and financial support, and granting residents the authority to establish residents’ councils and transforming the membership organization of the councils to significantly enhance autonomy rights.
