남중국해 미중간 해양갈등 분석 및 한국의 대응방향

본고에서는 남중국해 미⋅중간 해양갈등을 분석하고, 향후 한국의 대응방향을 제시하고 있다. 남중국해에서의 미⋅중간 해양갈등의 쟁점은 단순히 중국의 인공섬 건설의 국제법적 지위와 관련된 미⋅중간의 견해차이로인식하기보다는 미⋅중간의 역내 패권경쟁의 연장선이자 대결의 장으로 인식할 필요가 있다. 미⋅중간 해양갈등은 전략⋅정치⋅외교⋅군사⋅경제 등매우 다양한 분야에서 발생하고 있으며, 전반적으로 양국이 전략적으로 충돌하고, 선제적 작용 및 반작용에 따라 지속적으로 긴장이 고조될 것으로전망되고 있다. 미⋅중간의 해양갈등으로 인하여 미국은 지속적으로 우리에게 외교적 차원의 행동은 물론 군사적 행동까지 요구할 가능성이 있다. 그러나 한국은 중국과의 경제적 관계 및 한반도에 대한 중국의 영향력 등으로 인해서 일방적으로 미국을 지지하는 것은 제한되는 상황이다. 한국은남중국해 항로의 중요성을 고려하여 향후 미⋅중간 해양갈등의 전개양상에따라 전략적인 선택을 해야 할 것이다. 이에 본고에서는 최근의 한반도 안보상황 등을 고려하여 정부차원의 대응방향을 제시하였다.
Abstract
This study builds on analysis of the maritime conflict between the United States and China, suggests the direction of South Korea. Maritime issues in the South China Sea conflict between the US and China is the problem of hegemony, rather than struggle to think of a difference to opinion. Maritime conflict between the US and China if being caused by the DIME, is expected to increase the tension by strategic conflict between them. Their MARSEC (MARitime SEcurity) conflict are likely to require US diplomatic efforts and military action to South Korea. So, South Korea is the situation in support of US policy has been limited because of economic relations and influence with China. South Korea is considering the importance of the South China Sea should be a strategic response to changes in maritime conflict between them. This study was recently presented in relation to the security situation in the Korean peninsula the corresponding direction of government.
