미.중의 남중국해 분쟁이 주변국 안보에 미치는 영향

초록

본 연구의 목적은 남중국해 분쟁이 주변국의 안보에 미치는 영향을 분석하고 한국의 대응 방향을 찾는 것이다. 현재 진행되고 있는 미·중의 남중국해 분쟁은 국제정치적 갈등으로 발전될 가능성이 매우 높다. 본 연구를 통해 얻은 결론은 남중국해의 분쟁이 동남아시아의 국제질서를 불안정하게 만들고 역내 국가들의 안보에 위협을 주는 요인이라는 것이다. 이 분쟁이 시사하는 것은 스프래틀리 군도 주변의 해상교통로가 평화롭고 자유롭게 이용되지 못한다면 한국의 국가생존에 커다란 위협이 될 것이라는 점이다. 한국은 남중국해 분쟁에 대응하여 한미동맹 강화 및 중국과의 전략적 협력동반자 관계를 유지하면서 아세안과의 관계 개선을 통해 남중국해의 평화로운 이용이 보장될 수 있도록 다각적인 노력이 필요하다. 군사적인 측면에서는 유사시를 대비하여 해군력 양성 및 한국해군의 균형과 조화 있는 해양전략의 수립과 실천이 필요하다.

Abstract

The purpose of this study is to find direction of Korea’s reaction through analysis of influence to neighboring countries security dispute over the South China Sea. The present on-going America-China Dispute over the South China Sea is very high just tend to develop in international political conflicts. The conclusion of this research is that the South China Sea Dispute make to destabilize an international order in East Asia and it is a factor of threat to security. The implication of this dispute means that if the Spratly Islands sea lane were not open in freely and peacefully, the national surviving of Korea run into danger. It is necessary to Korea to make South Korea-United States alliance strongly and to maintain strategic cooperative partnership with China. Furthermore, Korea must put forth a multilateral effort for peaceful use of South China Sea lane. Relating to the military, Korea need to training its naval power, planning and action of the maritime strategy in order to prepare for emergency.
