이 글은 전시작전통제권 전환에 따른 신연합방위체계의 효율성을 분석한다. 본 연구에서 제기하는 질문은 다음과 같다. 첫째, 한반도의 군사력 균형, 보다구체적으로 남북한 간의 공격방어균형을 어떻게 평가할 수 있는가? 둘째, ‘전략적’ 측면에서 신연합방위체계는 북한의 재래식 및 WMD 도발을 억제하는 것은물론, 북한급변사태와 같은 위기 발생에 적절히 대응할 수 있는가? 셋째, ‘작전수행’ 측면에서 신연합방위체계는 효율적으로 작동될 수 있는가? 신연합방위체계는 전략적 측면, 즉 북한의 도발 억제, 확장억제력 공고화, 그리고 북한급변사태에 대비하는 측면에서 현재의 연합사체계보다 효율적이지 못한 것으로 평가할수 있다. 또한 작전적 측면, 즉 지휘 및 통제체계, 한미 간의 군사협조, 그리고 한국군의군사역량 측면에서 일부 취약한 부분을 안고 있다. 물론 작전적 측면에서 발견되는 몇 가지 문제들은 한미 양국이 연합연습을 통해 발전시키고 충분히 극복해나갈 수 있으리라 본다. 그러나 한미연합방위의 목적은 전쟁에서 승리하는 것뿐 아니라 반드시 한반도에서의 전쟁도발을 억제할 수 있어야 한다는 사실을감안할 때, 그리고 북한의 핵개발을 저지하고 북한급변사태가 발생할 경우 작전의 효율성 문제를 고려할 때 전작권 전환 연기문제를 신중히 검토하는 것이 바람직할 것이다.
Abstract
This article analyzes the efficiency of new Combined Defense System after the transition of Operational Control(OPCON), focusing on some questions as follows: first,what is the evaluation of offense-defense balance between the South Korean military and the North Korean military; second, Can the new Combined Defense System be effective for responding to contingency in North Korea as well as deterring the conventional and WMD threat of North Korea?; third, Can the new combined system be effective for executing military operation at war?; The new Combined Defense System seems to be less effective than current Combined Forces Command System in deterring North Korea’s military provocation, enhancing ‘extended deterrence’ with the United States, and responding to contingency in North Korea. Also, it has some weak points in terms of unity of command, the ROK-U.S. military cooperation, and capability of South Korean military. Of course, some vulnerabilities in operational area can be overcome through combined exercises and training. However, the purpose of ROK-U.S. combined defense is not just to win a war, but also most importantly to deter a war on the Korean peninsula. Considering this, coupled with the problems of operational efficiency in North Korea’s contingency and warfighting in case, it would be desirable to consider delaying the time of OPCON transition.
