북한의 핵전략 변화 고찰: 전술핵 개발의 전략적 함의

초록

북한의 전술핵능력 개발은 핵전략 및 핵태세에 상당한 변화를 예고한다. 본고는 북한이 처한 전략환경을 고려할 때, 북한이 위기나 억제 또는 전쟁수행 단계에서 각각 상이한 핵운용전략을 구사할 것으로 전제한다. 현재 북한은 핵능력을 지속 확장함으로써 확증보복과 비대칭확전을 병용하는 혼합형 핵억제태세를 구축하고 있는 것으로 분석된다. 특히 북한의 전술핵능력은 전략경쟁과 위기 단계에서 한층 공세적인 핵태세로의 전환을 가속화할 것이다. 나아가 전쟁수행전략 측면에서 북한은 전술핵능력을 토대로 핵･재래식전력을 통합 운용함으로써 궁극적 승리를 달성하고자 할 것이다.

Abstract

This paper is to analyze the North Korea’s nuclear strategy and posture. This study shares view that Pyongyang’s pursuit of tactical nuclear capabilities indicates significant changes to have taken place in its nuclear strategy and posture in terms of deterrence and/or warfighting. In this article I will argue that North Korea will likely evolve a mixed nuclear posture that combines an assured retaliation posture and an asymmetric escalation posture by securing additional nuclear capabilities. Ultimately, North Korea’s tactical nuclear capability is expected to accelerate its shift toward a more aggressive nuclear posture. Moreover, the new tactical nuclear capability will contribute to North Korea’s definitive victory by ensuring a conventional-nuclear integration strategy.
