전술핵 운용을 통한 북한 군사전략 변화의 시사점: 부대훈련 사례를 중심으로

북한은 자국의 핵전략에 따라 전술핵무기를 구축해가고 있는 것으로 관측된다. 핵 교리 발전과 함께 전술핵 탄두, 투발 수단, 핵 지휘·통제 체계를 발전시켜 나가고, 전술핵 운용부대를 조직하여 연습·훈련을 강화 중이다. 본 연구는 북한의 조선중앙통신이 공개한 북한 전술핵 운용부대의 연습·훈련 내용을 기반으로 북한이 고려 중인 전술핵 운용 및 전투수행방안을 분석하였다. 이를 위해 먼저, 러시아의 2024년 전술 핵 훈련 및 NATO의 연례 Steadfast Noon 훈련과 비교하여 북한의 억제 메시지를 분석하였다. 북한의 억제 메시지는 러시아 및 미국의 연습훈련 메시지 대비 공세적이고 구체적 활동을 공개하고 있으며, 이는 핵전력의 역량 격차에서 기인하는 것으로 판단된다. 아울러, 북한의 핵전투수행방안을 살펴보기 위해 전술핵 표적 선정, 핵작전 기획 시 고려사항, 지휘통제통신 체계를 분석하였다.
Abstract
North Korea intends to establish their tactical nuclear weapon system following their nuclear strategy. Specifically, they try to develop the tactical nuclear weapon warhead, delivery system and, nuclear command·control·communication(NC3) system. Further, they organized the tactical nuclear operating units and prepare their readiness and training. In this research, we focused on nK’s nuclear war-fighting based on tactical nuclear force through the Korea Central News Agency released material about their training. We also analyze the deterrence message compared with Russian '2024 tactical nuclear drill' and NATO annual 'Steadfast Noon Exercise'. As a result, nK's deterrence message is more aggressive and specific compared with Russia and U.S due to the capability gap. In addition, targeting, consideration of planning, operational effect and NC3 also analyzed. In conclusion, North Korea will develop their tactical nuclear force war-fighting system on their own step, and coerce to the ROK for strategic and operational purpose. We need to preparation of various option based on understanding their nuclear strategy and war-fighting system.
