북한의 핵위협 증가 속도를 고려 시 북한의 핵운용전략을 분석하고 이에 대한대응전략을 마련하는 것은 무엇보다 중요하다. 북한의 점증하는 핵위협에 대해한국은 독자적인 억제능력을 강화하면서도 미국의 확장억제 보장에 의존하여이에 대처하고자 한다. 한국은 킬체인과 미사일 방어능력을 강화하고 있으며,미국과 맞춤형 억제전략을 이행할 수 있는 방안을 합의하고 이를 추진하고 있다. 그럼에도 불구하고 한국의 대북 핵억제전략은 아직 공개적으로 논의가 미흡한편이다. 본고는 핵전략의 일반적 특성과 고려사항, 북한의 핵능력 강화와 핵무기운용 전략, 한국의 대북 핵억제전략 현황 그리고 한국의 대북 핵억제전략 발전방향을 체계적, 종합적으로 분석하고 있다. 특히, 한국의 핵억제전략은 북한의 평시 핵위협, 국지전시 핵도발, 전면전 시 핵사용을 모두 고려한 전략적 방안을마련할 것을 주장하고 있다. 우리의 핵억제전략은 북한의 위협특성을 고려하여 상호적 응징전략, 대군사 및 대리더십 전략을 추진할 것을 강조하고 있다. 또한 북한 핵위협의 다양성을 고려하여 억제전략은 상황에 적합하게 이행될 수 있어야 하며, 한미 간 긴밀한 공조체제의 발전이 중요함을 말해주고 있다.
Abstract
This paper discusses on how North Korea would apply nuclear capabilities for itspolitical and military objectives and What deterrence strategy South Korea shoulddevelop. There are many limitations to discuss this issue in detail because NorthKorea has not fully developed its nuclear capabilities yet. Nevertheless, as we see inNorth Korea’s third nuclear test, Kim Jong-un regime makes its great effort to becomea de feacto nuclear state as soon as possible. Many experts analyze that North Koreamay deploy nuclear arsenal within a few years in its forces. Thus, South Koreanstrategist should seriously consider its nuclear deterrence strategy against NorthKorea’s actual nuclear threat. This paper analyzes North Korean nuclear strategy, currentSouth Korea’s efforts as well as US extended deterrence strategy, and SouthKorea’s strategic options for nuclear deterrence. Especially, it closely examines howSouth Korea and the U.S. should apply the tailored deterrence strategy which theyagreed in 2013.
