한국 국방비의 결정요인과 고용에 미치는 영향 분석

본 연구는 시계열분석을 이용한 계량모형을 사용하여 국방비 결정요인으로 어떠한 구조적 요인이 영향을 주고 있으며, 경제적 상황과는 관계없는 안보적 충격으로 인해 발생되는 국방비지출이 고용부문에 어떠한 영향을 주고 있는지를 분석함으로써 순수 국방비지출이 갖는 국민경제적 효과를 고용측면에서 파악하는데 연구목적을 두고 있다. 구조적 충격으로는 안보 및 경제충격을 가정하고 이들 두 충격이 국방비지출과 실업률에 미치는 효과를 실증적으로 분석하기 위한 계량분석모형으로서 단기 식별제약식이 부과된 구조적 벡터자기회귀모형을 사용하였다. 실증분석결과를 보면 안보충격으로 인한 국방비지출은 단기적으로 실업률을 낮추는 효과를 가지고 있으며, 경제충격은 장기적으로 국방비지출을 증대하는 효과를 가지고 있는 것으로 분석되었다. 한편 국방비지출의 변동은 주로 안보충격에 의해서 설명되고 있으며, 안보충격은 실업률변동에 제한적이나마 영향을 주고 있는 것으로 파악되었다. 제시된 연구결과로 따르면 우리나라의 경우 순수 안보적 차원에서 증가되는 국방비지출은 실업률감소를 통해 경제에 긍정적인 영향을 주고 있는 것으로 나타나고 있다.
Abstract
This paper analyzes the contribution of structural shocks to the fluctuations of real military expenditure and unemployment rate. Two structural shocks, security shocks and economic shocks, are assumed here. An empirical VAR model is constructed in which two structural shocks affect the dynamics of above mentioned variables. This paper shows that positive security shocks reduce unemployment rates in the short run, while positive economic shocks tend to increase real military expenditure in the long run. However, security shocks dominate the movement of real military expenditure. These findings suggest that the increase of military expenditure by pure security reasons has a positive effect on the economy through unemployment rate reduction.
