군사안보와 경제성장간의 상호관계 연구

초록

국가는 사회적 후생을 극대화하고자 목표 달성에 필요한 자원을 할당한다. 군사안보와 경제성장은 국가의 핵심 목표이며 국가의 자원은 유한하다. 따라서 국가는 이러한 목표를 달성하기 위한 효율적 자원 배분의 문제에 직면한다. 본 논문은 한국의 군사안보와 경제성장의 상호 영향 관계를 도출하여 경제성장, 나아가 국민의 삶의 질 향상에 기여하는 효율적인 국방비 집행 방향을 제시하고자 한다. 이를 위해 수요와 공급 원리를 적용한 Deger의 연립방정식 모형을 사용, 실증분석을 실시하였다. 분석은 2가지로 진행된다. 먼저 ①국방비 지출 규모의 변화와 경제성장 간의 상호 연관관계를 확인하였으며, 이후 ②국방비를 방위력개선비와 전력운영비로 구분하여 경제성장과의 연관성을 실증분석하였다. 이러한 분석의 결과로 국방비 지출에 관한 정책적 시사점을 제시하였다.

Abstract

The purpose of the paper is to analyse the relations between the military expenditure and economic growth in Korea by conducting an empirical investigation of Deger’s simultaneous equation model. The emperical investigation implies that the overall effect of military expenditures on GDP is positive although crowding out effects in national savings exist. In addition, the increase of GDP also induces more defence expenditures. Dividing military expendiures into the biggest 2 chunk(budget for the maintenance for troops and military assets, for the development and improvement of defense capabilities), budgets for the improvement affect more on GDP than budgets for maintenance do. Trade off effects between military and other governmental budgets are also bigger in the case of improvement. This shows that recent changes in proportion of military expenditure not only improves war potential but also contributes to national economy.
