Abstract
At the present time, the military needs an increase in defense spending, as a result of an escalation of North Korean threats manifested in the incidents such as the inter-Korean clash on the West Sea, North Korea’s nuclear program, the sinking of the warship Cheon-an, and the latest shelling of Yonpyong Island. While the absolute amount of defense spending might had increased in the past, the proportion of defense spending out of the total government budget had been steadily decreasing down to 10%. Recently, It has become more problematic because little changes are made in the defense spending allocation despite the provocative actions taken by the North. The relative indifference in allocating funds to national defense due to equally urgent needs from other sectors requires a more careful analysis the optimal allocation of funds to national defense, which balances out between economic growth and utilities. Furthermore, the responses of economic growth rate and utilities are measured when the levels of government spending and investment in a tradeoff relationship with defense spending are varied.
