한국 국방예산의 결정요인 분석

초록

한반도를 둘러싼 각 국가(미국, 중국, 일본, 러시아)는 저마다 안보환경과 위협을 분석하여 군사전략과 국방정책을 수립하고 이를 실현하기 위한 군사력을 구축하였다. 국방예산은 이를 위한 실질적인 의지다. 따라서 한국의 국방예산 결정요인을 분석하는 것은 의미가 있다. 본 연구는 시계열 분석을 통해 사회경제적 요인(실질 GDP, GDP 디플레이터, 인구, 실업률), 정치·행정적 요인(정치성향, 선거, 전년도 예산), 안보적 요인(주변국 잠재적 위협, 북한의 직접적인 군사적 위협)으로 구성된 환경요인이 국방예산 결정에 미치는 영향과 함의를 제시하였다. 본 연구의 의의는 먼저 이론적 배경을 바탕으로 국방예산의 결정요인을 분석했다는 점이다. 둘째, 전체 국방예산을 방위력개선비와 전력운영비로 세분화하여 분석하였다. 셋째, 남한에 대한 직접적인 위협인 북한의 도발을 정량화하고 지수화하는 방안을 제시하였다. 넷째, 국방기획관리제도(PPBEES)에서 안보위협이 5개년 중기계획을 통해 연간 예산에 반영되는 모습을 분석하는 모형을 제시하였다.

Abstract

Each country surrounding the Korean Peninsula(USA, China, Japan, and Russia) has analyzed their security environment and threats to establish military strategies and defense policies, also constructed military forces to realize them. The defense budget is the practical support and will for this. Therefore, it is meaningful to analyze the determinants of the defense budget in Korea. We suggest the effects and implications of environmental determinants which are consist of socioeconomic factors(real GDP, GDP deflator, population, unemployment rate), political and administrative factors(political color, elections, previous year's budget), and security factors(potential threats to neighboring countries, North Korea's military threats) on the decision of defense budget through time series analysis. The significance of this study is that first, the determinants of the defense budget were analyzed based on the theoretical backgrounds. Second, the total defense budget was analyzed by subdividing it into detailed items such as Force Improvement Cost(FIC) and Force Maintenance Cost(FMC). Third, the way to quantify and index the North Korea's provocation, which is a direct threat toward South Korea, was presented. Fourth, the model was presented to analyze whether threats are reflected in the annual budget through the five-year mid-term plan in the defense planning system(PPBEES).
