Abstract

In October 2006, North Korea carried out their underground nuclear test against the strong opposition from the international community and the warning from both South Korea and China, and the second nuclear crisis has occurred on the Korean Peninsula. Why has North Korea attempted the nuclear tests when the international community has opposed it with such force, and when the tests may ill-affect the traditionally friendly relationship with China? And how would the North Korean nuclear test affect South Korea's Peace-Prosperity Policy? Moreover, what is the strategic partnership of China and South Korea? The author will attempt to analyze the above-mentioned questions, and argue that the South Korean Participatory Government's Peace-Prosperity Policy has no causal relationship with the North Korean nuclear test and assert the importance of strengthening the strategic partnership between South Korea and China for the stability of the Northeast Asia.
