국방예산에 영향을 미치는 요인에는 여러 가지가 있지만, 주로 군사적･정치적･경제적 요인에 따라 시대적 상황을 반영하여 결정된다. 급격한 역사적 사건이 발생하지 않는 한 각 예산들의 증감 폭은 일정하기 때문에 이 과정에서 한정된 자원의 배분과 관련하여 정치적 협상이 일어날 수밖에 없다. 따라서 이러한 협상의 결과물인 예산에 대한 분석을 통해 시대적 요인이 국방예산에 증감에 미치는 영향을 분석하고 향후 안보전략을 수립하는 등 여러 가지를 도출해 낼 수 있다. 본 연구에서는 이러한 전제 아래 Gun and butter 이론과 단절균형이론을 적용하여 1981년부터 2016년까지 국방예산과 타 예산과의 상쇄관계를 분석하고, 특정사건이 국방예산에 미치는 요인을 분석하기 위해 예산안에 대한 시계열 분석, t-test, 회귀분석을 실시하였다. 분석 결과 국방예산은 특정예산과의 직접적인 상쇄관계는 없었으며, 경제적 충격효과에 의해 크게 영향을 받는다는 것을 경험적으로 검증하였다. 경제 성장률의 급격한 상승을 기대할 수 없는 상황에서 다변화되는 국내외적 안보상황을 고려할 때 국방예산의 추세를 상승으로 전환시키기 위한 논의가 필요한 시점이다.
Abstract
It is believed that there are many factors affecting a national budget policy for a given country. However, when it comes to a national defense policy, the three main topics, including military, political, economic factors, mostly reflect the situational context of the given time period in that country. Unless there is a rapid economic development, there is very little increase in the national budget. In the process of allocating the budget, there will always be a political game involved because of the limited resources in the budget. In the process of deciding the actual expenditure, various participants are fighting against each other to maximize their share. In other words, this is called ‘trade-off politics’ which resembles so-called ‘zero-sum game.’ In this study, under the given assumptions stated above, the theory of ‘Gun and Butter’ and ‘Punctuated Equilibrium Theory’ are applied to analyze the factors affecting the compilation of the budget from 1981 to 2016. The results experimentally prove that the national defense budget is indeed affected by the economic shock, but there is no ‘trade-off’ between the national defense budget and other components of the national budget. Under the current circumstances where rapid economic growth in the Republic of Korea is unlikely, it is the prime time for us to consider how to increase the national defense budget in consideration of worsening security situations on the Korean peninsula.
