한국 국방분야의 민간인력 활용에 대한 방향은 국방개혁에 관한 법률 제3장 제13조와 국방개혁에 관한 법률 시행령 제8조에 제시되어 있다. 본고에서는 한국 국방분야의 민간인력 현황을 분석하고, 미국의 사례분석을 통해 정책적 시사점을 도출하고, 한국 국방분야에서 민간인력 활용을 확대하는 방안을 제시하였다. 미국 국방분야에서는 포괄적이고 종합적인 민간인력관리를 추구하고 있으며, 서비스 계약 목록의 작성 및 활용을 통해 민간용역도 보다 체계적으로 이루어지고 있다. 한국 국방분야에서도 보다 총체적인 인력관리 체계가 구축되어야 하며, 병력구조 개편과 연계하여 민간인력 활용 방향을 보다 구체화하여 추진할 필요가 있다.
Abstract
The policy direction for the use of civilian workforce in the ROK defense sector is suggested in the National Defense Reform Act Chapter 3 Article 13 and its enforcement ordinance Article 8. This article shows the current status regarding the employment of civilian workforce in the ROK defense sector, presents lessons learned from the US case, and suggests ideas to use more civilian workforce in the ROK defense sector. The US defense sector manages civilian workforce more comprehensively and is provided with services more systematically by drawing up “inventories of contracted services.” The ROK defense sector should establish a comprehensive workforce management system and encourage employment of civilians with more detailed plan in accordance with military reorganization plan.
