아시아 국가들의 지역불균형 분석에 관한 연구

이 연구는 아시아국가들, 즉 대한민국, 말레이시아, 인도네시아, 필리핀, 태국 등의 지역적인 불균형을 비교, 분석하는데 연구하는데 목적이 있다. 이를 위해 우선적으로 지연불균형을 설명하는 이론들을 검토하고 과거연구사례를 통해 지역불균형을 설명하는 주요한 요인들을 알아보았다. 이들 중에서 특히 인구증가 및 도시화, 농업중심의 경제체계, 지방분권정책, 환경재난 및 악화 변수들이 아시아 국가들의 지역적인 불균형을 설명하는 매우 중요한 변수들이다. 우선적으로 도심지역의 폭발적인 인구증가가 지역 간의 불균형을 심화시켰고 또한 정부정책과 시장경제 모두 불균형을 심화하는데 기여하였다. 대부분 국가에서 토지개혁정책의 실패가 농촌지역의 발전을 느리게 하였고, 농촌경제발전 정책에 따른 많은 공공투자는 농춘지역의 삶의 질을 높이는데 기여를 하였으나 수입증가와 취업기회의 증가 측면에서 충분히 농촌개발을 이루지 못했다. 하지만 지방분권정책은 어느 정도 지역 불균형을 해소하는데 중요한 요인이고 환경재난은 재정이 열악한 나라에서는 막대한 부담이 됨으로 환경의 악화는 아시아 국가들의 삶의 질과 복지에 매우 큰 영향을 미치는 요인이다.
Abstract
The purpose of this paper is intended to analyze Subnational Regional Disparities in Asia countries such as South Korea, Malaysia, Indonesia, Philippine and Thailand. In detail. it, first, briefly reviews theories related to regional disparities and defines major factors contributing to affect regional disparity. And then, the experiences of regional disparities in Asian countries over the past a few decades are introduced and discussed with empirical evidence from selected Asian countries. There are several plausible explanations in the failures of mitigating the widening regional imbalance over last decades. Population growth and urbanization, agrarian-based economy, governance and decentralization, and environmental hazards and degradation are generally recognized as the most significant factors contributing regional disparity in the region.
