본 연구는 일본의 고령사회 정착과 잦은 자연재해로 인하여 노인, 장애인 등으로 대표되는 재해약자를 위한 대책으로서 주목받고 있는 재해시 지역자원으로서의 사회복지시설에 관한 실증연구이다. 본 연구에서는 일본의 인구50만 이상 도시의 사회복지시설을 대상으로 “조직 스트레스-스트렌 모델”을 적용하여 재해시 사회복지시설의 활용가능성에 대해 고찰할 것을 목표로 하고 있다. 질문지법을 사용하여 분석한 결과 재해시 사회복지시설이 지역사회에 제공 가능한 것은 사회복지시설의 수용력에 따라 상이한 것으로 드러났다. 또한 재해시 사회복지시설이 받게 될 스트레스의 요인은 2가지로 압축되며, 하나는 수용력이 요청양에 비해 작을 경우이고 또 다른 하나는 수용력과 외부의 요청이 다를 경우 발생하리라 여겨진다. 따라서 재해시 사회복지시설의 활용에 있어서는 사회복지시설의 스트레스를 최소한으로 줄이기 위한 배려가 필요하다.
Abstract
This study is an empirical study on the regional resource of a social welfare institution which of a cities more than a population of 500,000 in Japan. The purpose of this study is attempts to utilize regional resource of a social welfare institution. This study is proving a social welfare institution as a regional resource in a disaster. As a result of having assumed "The Stress-Strain Analogy", a social welfare institution will be able to provides ①as a refuge in a disaster, ②equipments and welfare services in a disaster. And then, as for the demands it will be able to provide difference appeared with capacity. In other words, the stress of a social welfare institution is two factors. One is when capacity is small in comparison with demand, and the other is occurs when capacity differs from demand. Therefor, consideration to minimize stress in the inflection of the social welfare institution is necessary.
