본 연구의 목적은 1990년대의 수도권과 비수도권간 지역격차를 영호남간 지역격차와 비교하여 분석하고，지방분권화와 양지역격차 간의 상관관계를 분석하는 것이다. 본 연구의 분석 결과는 첫째，1990년대의 우리나라의 지역격차는 수도권과 비수도권간 및 영호남간 모두 전반적으로 감소해왔으나，IMF 이후 부분적으로 다시 증가하고 있다는 것이다. 둘째，재정적 지방분권화와 기능적 지방분권화에 비해 인사적 지방분권화가 수도권-비수도권간 지역격차와 보다 높은 상관관계를 갖고 있는 반면， 재정적 지방분권화와 인사적 지방분권화가 기능적 지방분권화에 비해 영호남간 격차의 해소에 보다 긍정적이라는 것이다 셋째，수도권-비수도권간 격차에 비해 영호남간 격차가 지방분권화와의 상관관계가 상대적으로 낮다는 것이다. 지방분권화의 제 측면이 수도권-비수도권 격차와 영호남간 격차 해소에 상이하게 영향을 미치고 있다는 사설은 단순히 전국적인 범주에서의 지역격차의 해소가 자동적으로 수도권-비수도권간의 격차해소를 가져오지 않을 수 있음을 나타내주는 것이라고 할 수 있다. 따라서，지역격차의 문제도 지역별로 동질적으로 간주하기보다는 지역별 특성을 고려하는 방향으로 접근해야 할 것이다.
Abstract
The main purpose of this study is to analyze the disparity between the Capital and Non-capital regions, compared to the disparity between the Youngnam and Honam regions in the 1990s. Furthermore this study compares the correlations between the decentralization and the regional disparities for the Capital and Non-capital regions to the Youngnam and Honam regions. The major finding is that the extent of the regional disparities has been decreasing not only between the Capital and Non-capital regions but also between Youngnam and Honam regions in the 1990s. However the disparities tend to increase since the IMF crisis. Another finding is that personnel decentralization is more positively correlated with alleviating disparities between the Capital and Non-capital regions rather than functional and fiscal decentralization. For Youngnam and Honam regions, however personnel and fiscal decentralization is more positively correlated with reducing regional disparities than functional decentralization. Furthermore, the disparity between the Youngnam and Honam regions is less correlated with the decentralization than the disparity between the Capital and Non-capital regions. The above findings imply that the efforts to decrease overall regional disparities would not result in decreasing disparities between the Captial and Non-capital regions.
