한국.대만의 산업화와 불균등 지역발전

A Comparative Study on Uneven Regional Development in the East Asian NICs: The Cases of Korea and Taiwan

초록

동아시아 국가들은 압축적 산업화를 통해 급속한 고도성장을 달성하였지만, 다른 한편으로는 성장의 부정적 부산물인 불균등 지역발전을 경험하였다. 그런데 지역간 불균등발전의 양상은 동아시아 내에서도 차이가 있었는데, 한국은 자원동원 및 이익배분에서의 이익격차가 상대적으로 극심했고, 대만은 일정한 지역불균등성에도 불구하고 그 정도가 한국만큼 심각하지는 않았다. 본 연구는 국가의 산업화전략과 경제정책, 공간정책에 주목하면서 한국과 대만의 불균등발전에서 나타나는 유사성과 차별성을 비교분석하고자 하였다.분석결과, 한국은 경제정책기조, 산업정책, 공간정책 모두에서 산업부문적, 지역적 편중성을 띄고 있었다. 산업화 이래 농업은 철저히 경시되었고 공업부문은 소수의 선택된 대기업중심의 집중화된 전략이었으며, 산업의 지리적 분포 역시 소수의 성장거점과 산업기지를 중심으로 특정지역에 편중된 구조였다. 반면에 대만은 공간정책 자체는 별 실효성이 없었으나 경제정책기조와 산업정책의 특성으로 지역적으로 분산적인 산업화를 달성할 수 있었다. 농공병진 전략과 다양한 중소기업의 시장진입을 장려하는 산업정책은 불균등 지역발전의 경향을 상쇄하였다. 따라서 이는 불균등발전을 극복하는 문제가 직접적인 공간정책 이상으로 경제·산업정책과의 유기적 결합 속에서 실현가능함을 시사한다.

Abstract

>The East Asian NICs had achieved remarkable economic performance through the 'compressive industrialization', but simultaneously experienced the problem of uneven regional development as a by-product of growth. However, uneven regional development in the East Asian NICs have revealed distinctive patterns. In Korea, regional disparities in resource mobilization and distribution have been relatively severe and intensive, but in Taiwan, nevertheless some unevenness, its degrees and extents have been moderate and small. This study attempts to analyze the similarities and diversities in the patterns of uneven regional development, focusing on the economic, industrial, and spatial policies of the developmental state in Korea and Taiwan.This study finds that macro-economic, industrial, and spatial policies in Korea all tended to have a bias toward sectoral and regional disparities. On the contrary, macro-economic and industrial policies in Taiwan helped to support territorially decentralized industrialization, even though its spatial policies were not as much effective. Consequently, it suggests that in order to correct uneven regional development and to explore a way toward the balanced development, it is required to consider not only the direct measures of spatial policies but an organic combination among economic, industrial, and spatial policies.
