Abstract
This study aims to reestablish the definition of Organizational Silence regarding the inherent characteristics in the South Korea, and confirm whether the previous scales of Organizational Silence are suitable for public employees. Given Korean bureaucratic culture which is characterized as relation-oriented, conservative and closed-culture, this study defines Korean Organizational Silence as a phenomenon that members of an organization tend to avoid raising their opinions and/or objections either for fear of worsening relationship with peers and/or superiors, resignation and/or acquiescence to the current situation or resignation to their ability even though they are aware of superiors’ wrong decision making or organizational improvement. This study measures the degree of Organizational Silence targeting 329 employees of Korea Coast Guard in order to analyze construct validity of questionnaire Construct validity is analyzed through factor analysis and T-test. As a result of the factor analysis, the factors fall into three sub factors suggested by the previous scales of Organizational Silence, and thirteen of the fifteen questions are suitable for the measurement of Organizational Silence. Also, experienced employees are more likely to keep their silence than novices. The results of this study indicate that the previous questionnaire of Organizational Silence is appropriate measurement for employees of public institutions in Korea. Thus, this study would contribute to develop scales for Korean Organizational Silence.
