Abstract
Amid the recent surge in the number of civil servants leaving, various flexible work systems, including telework, have been introduced and spread to public institutions at the central and local governments. While the purpose of introducing the existing flexible work system was to improve the productivity and efficiency of individuals and organizations, the 'telework during childcare' system, which was recently introduced mainly by metropolitan and local governments, has the purpose of reforming the personnel system, including new expected effects to respond to the urgent policy issue of Korea, notably termed 'raising the fertility rate'. Therefore, this study examines the introduction and status of the telework system during childcare in public institutions, and discusses the conditions for the system to work as a way to deal with low birth rates as part of the work-family balance policy, as well as to increase individual and organizational productivity and prevent the departure of public officials.
